Bouncy Music
I asked John Gilbert, Herschel's son, what the name of the song/theme was for what I call the "bouncy" music in the beginning of the episode 'The Illustrator' was.
The clip you sent was difficult to hear but it unmistakably "The
Four Seasons". This is a cue that came from the 1956 film
"THE NAKED HILLS" aka THE FOUR SEASONS (check IMDB).
Herschel incorporated this cue and some of its variants into the 'core' music
used in the RIFLEMAN. There are also lyrics to the song itself,
which (I think) might have been used in the film.
I think the 'bounce' you're describing is a
WALTZ! That's in 3/4 time.
